Lake County Redevelopment
To date, no private or governmental body has looked at this set of tax delinquent parcels for which there have been no bids at a Lake County Tax Sale. They have been referred to as "churners" in the jargon of the governmental tax collection process. Knowing where the properties are located for which there has been no demand is the absolute starting point for a discussion of what can be done by the government in conjunction with private parties to return this property to the collectible property tax rolls.
The Tax Certificate Sales and Redevelopment series of reports will examine the supply of and demand for properties moving through the tax certificate sale process using an evidence-based approach. Eight (8) reports will issue over the course of approximately one-year. Each report builds on the findings of prior analysis with the goal of assisting Lake County communities capture the economic value of parcels, to foster economic development.
